Dr Gary M. Shiffman
Dr Gary M. Shiffman is Managing Director of the Chertoff Group and a professor at Georgetown University’s Security Studies Program in the School of Foreign Service. A prominent economist, he is well known for his perceptive application of micro economics to macro policies such as counterterrorism, COIN, and counter-organized crime. Prior to his current positions, Dr Shiffman served as Senior Vice President for Global Security at L-3 where he successfully ran an emergency management and infrastructure protection business unit. He served at DHS from 2004 until 2006 as Chief of Staff at U.S. Customs and Border Protection. While at DHS, Dr Shiffman also helped to re-engineer the border enforcement process and helped develop the DHS framework for risk management. He previously served in the U.S. Senate as a National Security Advisor, and in the US Navy in policy, planning, and operational positions.
