Dr. Frank Foley

Dr Frank Foley is a Postdoctoral Research Fellow, supported by an award from the AXA Research Fund, in the Department of War Studies, King's College London. His areas of interest include counterterrorist policy and operations, and the role of intelligence, police and judicial bodies in security.

Dr Foley received his PhD from the European University Institute in 2008, and he was the Zukerman Postdoctoral Fellow at Stanford University’s Center for International Security and Co-operation in 2008-09. His work on the reform of counterterrorist organisations and the expansion of intelligence agency mandates in Britain and France has appeared in the journals, Security Studies and the Review of International Studies.

His current book project is a comparative analysis of British and French counterterrorist policies and operations. It argues that western states’ different institutional characteristics and norms in the field of security are shaping their responses to Islamist terrorism, leading to divergent approaches to a common problem. In a related project, Dr Foley is analysing the adaptability of counterterrorist agencies within the United States, France and Britain. He has also researched and written on the Northern Ireland conflict.
